{*108} On the basis of further information furnished me by the attorney for the Bureau of Revenue, Mr. Lujan, I herewith desire to modify Opinion No. 5086 rendered by this office on Oct. 9, 1947.

I stated in this opinion that the owner-publisher of "The Ten-for-One {*109} Collection System" was holding himself out as an "outside collector" of accounts for others; but from the facts now at hand, it is my opinion that the owner-publisher of said system is actually "engaging in the collection agency business" and must therefore secure a license to conduct such a collection agency and otherwise comply with the provisions of Chap. 212, Laws of 1947.
