SCHOOL FOR THE BLIND.

School for the blind included as one of the higher educational institutions mentioned in the statute.

OPINION

{*285} I have just received your letter of yesterday, asking for opinion as to the construction of the language of the latter part of Chapter 70 of {*286} the Laws of 1913, and in particular as to whether the section is applicable to institutions like the school for the Blind and whether the word "contract" would cover daily and monthly supplies purchased from different stores.

I believe that the institution for the Blind would be included as one of the "higher educational institutions" mentioned in the statute. I think that the intention was to legislate as to all the institutions which are classified as "state educational institutions," in Section 11 of Article XII of the Constitution.

As to the other question which you ask, I have already had occasion to consider it, and I will send to you herewith a copy of an opinion which I gave to the Superintendent of Public Instruction on July 5, 1913.
