SCHOOLS -- Contracts involving expenditure of $ 500.00 to be in writing.

OPINION

Reference is made to yours of the 21st inst. in re the letting of contracts for the transportation of school children. You are advised that the county board of education except with respect to independent and union high school districts has the supervision and control of all rural schools and districts, the employment of teachers and employees and the letting of contracts. Contracts involving the expenditure of $ 500.00 or more are to be in writing and upon sealed competitive bids after notice and advertisement. However, there is no requirement that the board shall let the contract to the lowest bidder, such board being permitted discretion in that matter.
