TO: Mr. Geo. M. Biel, Superintendent of Insurance, Santa Fe, New Mexico.

{*63} This is in reply to your letter of April 17, 1935. It appears that certain laundries charge their customers a premium for insurance on which they themselves assume the risk.

Undoubtedly, in my opinion, this would constitute an insurance business, and they should comply with the insurance laws of this State.
