{*31} We have your letter of November 2nd, 1936, and in answer thereto will say an uncle or first cousin is not related by blood or marriage within the first degree as contemplated by Section 32, Chapter 147, Laws of 1935. (See Section 38-117, etc., 1929 Compilation).
