TO: Mr. H. R. Rodgers Superintendent of Public Instruction Santa Fe, New Mexico

{*87} Your letter of April 29th follows your letter of recent date and signed {*88} by Mr. McNeil with reference to the issuance of administrative certificates.

I note in your said letter that these administrative officials are not considered as school teachers by the State Board of Education.

This is an additional fact presented to me, and in view of this it is my opinion that the procedure which you outline regarding issuance of such certificates is within the power of the State Board of Education.
