{*142} This is in response to your request for an opinion relative to the interpretation of Section 11, Chapter 220 of the Laws of 1937. You wish to know whether or not the fee provided therein shall be paid in the event an established barber shop changes its location.

It is our opinion that this provision applies only to barber shops which are opening for business for the first time. The words in this section, "open or establish" indicate as much.

This provision undoubtedly applies only to barber shops opening for the first time.
