{*216} In answer to your letter of March 2nd wish to advise that it is my opinion that the board of county commissioners of Dona Ana County have the power to permit the Department of Public Welfare to use county buildings for Public Welfare purposes and it is within the discretion of said Board of County Commissioners to permit said use rent free.

I arrive at this conclusion by virtue of the provisions of Sections 33-4213, 33-4214, 33-4215 of New Mexico Statutes Annotated, 1929 Compilation.
