Opinion No. 38-1939

{*230} In answer to your letter of April 22nd wish to advise that it is my opinion that Chapter 168 of the Session Laws of 1937 supersedes all other laws in regard to printing and printing contracts. It will be noted that Chapter 150 of the Session Laws of 1933 was expressly repealed by Section 4 of Chapter 32 of the Special Session Laws of 1934.

Also in Section 6 of said Chapter 168 of the Session Laws of 1937 we find the provision that all acts or parts of acts in conflict herewith are hereby repealed.

It is my belief that under this provision said Chapter 32 of the Special Session Laws of 1934 was repealed and that therefore Chapter 168 of the Session Laws of 1937 is now the only statute existing covering the subject of printing.

Therefore, in awarding contracts for printing or printed supplies, boards, commissions, departments, state institutions or the purchasing agent thereof of the State of New Mexico or any political unit or any subdivision should be governed by the provisions of said Chapter 168.
