TO: Mr. R. H. Grissom, Educational Budget Auditor, Office of State Comptroller, Santa Fe, New Mexico

We have your letter of May 17, 1944, wherein you set out a portion of Section 14 of Chapter 127 of the Laws of 1943. You request an opinion of this office concerning upon what basis allowances for elementary school students should be granted when attending normal schools.

Section 14, Chapter 127 of the Laws of 1943, provides:

"Allowances for elementary school students should be granted on the same basis as for other elementary administrative units within the county."

It is my opinion, from this language, that it was intended that in computing the allowances to be made for elementary school students attending normal schools, you should do this in the same manner as is done in computing allowances for other elementary administrative units within the county. This, I understand, is done under the provisions of Section 55-1107 of the N.M. 1941 Compilation, and the same procedure should be followed under the above fact situation.
