WHEREAS, this matter came on for consideration by the Court upon the Court's own motion to quash the writ of certiorari, and the Court having considered said motion and the cause having been submitted to the Court on the December 1995 briefs-only calendar, and being sufficiently advised;

NOW, THEREFORE, IT IS ORDERED that the writ of certiorari issued on June 21, 1995, was improvidently granted and hereby is QUASHED.
