ORDER
WHEREAS, this matter came on for consideration upon petition for writ of certiorari and response thereto, and the Court having considered said petition and response, and being sufficiently advised, issued a writ of certiorari on September 28, 1995, and, after considering the briefs submitted by the parties and having oral argument on March 11, 1996, the judgment of the Court is that the writ was granted improvidently;
NOW, THEREFORE, IT IS ORDERED that the writ of certiorari issued on September 28, 1995, hereby is QUASHED.
