In your letter dated July 20, 1943, you inquire whether a Junior Operator's License may be issued to a student 16 years of age who has graduated from a school of beauty culture in this State.

Section 51-2003 of the 1941 Compilation, under subsection (d), provides that any person shall be qualified to receive a certificate to practice as a junior operator who meets the requirements of subsection (a), etc., and who has successfully completed a course of study in a recognized cosmetology school. Subsection (a) requires the person to be at least 18 years of age. In view of this requirement the Board has no authority to issue a Junior Operator's License to anyone who has not reached the age of 18 years.
